Lord coe (unelected) denies Phelps is greatest olympian despite him winning 19 medals, says black athletes were greatest.

He may be the most decorated Olympian
of all time, but Michael Phelps' domination in the pool does not make
him the greatest, according to the London Olympics boss.
On the day after the swimmer made history with his 19th career medal,
Olympics chief Lord Sebastian Coe called the achievement 'pretty good'
but has his own ideas about better athletes.
Coe, a twice 1,500m Olympic champion,
said: 'I think you can say it is self-evident that he is the most
successful. I am not sure he is the greatest.
'It is a pretty good haul, but who is the greatest? In my opinion he is probably not.'

British rower Redgrave won five gold
medals between 1984 and 2000 while Thompson, a close friend of Coe, is a
double decathlon gold medallist.
'If I wanted to go back a few generations I think what Jesse Owens did in
'36 [Berlin Olympics] was unbelievable, Nadia Comaneci. I don't know.
It's the global pub game.'

Daley Thompson? Are you having a laugh? 2 gold medals won when no-one
was there! 1980 Moscow - no americans or 65 other nations, 1984 - no
Warsaw pact countries. Seoul 1988, all the main nations competed,
Thompson nowhere to be seen!
