Friday just gone friends of ours watched 2 gypo geezuz and a woman dump a load of hewn conifers inside of their friends property who were away and still are.
My friends wife phoned the police while hubby continued to film it all, police said it was a council matter and they should report dumping to them, the hubby then phoned council who said it was a police matter, so back to the police who did not want to know, heated exchanges took place.

What does one do?????

About 3 mile from here gypos have illegally parked by M40 and a farmers field, they have now left leaving behind loads of rubbish which from the road looks like it is in black bags.

My point is this, 3 days this rubbish has lain there and a council vehicle was parked by it yesterday so council know it is there and it still is, awaiting for bags to be ripped to pieces I suppose.
Council workers going to and fro to work MUST have also seen it, everyone else has.

WHY HAS IT NOT BEEN MOVED?????? USELESS TWACKZ

Fly-tipped rubbish left on public land is the responsibility of the local authority, who have a legal duty to remove it as soon as practicable.

However, thanks to a bit of legislation introduced some years ago, stuff fly-tipped on private land is now the responsibility of the landowner and/or tenant and he is responsible for the cost of disposal.

In protected areas, such as Areas of Outstanding Natural Beauty, national parks or designated sites of special scientific interest, or where hazardous materials, such as asbestos are concerned, the landowner can actually be prosecuted for fly-tipping if he doesn't move it!

The law was changed to save councils money by shoving responsibility - and the cost - onto the owner of the land.

Rubbish removal is a real grey area, some of the land we own is only accessible via an "unadopted " lane. There was a load of rubbish tipped there about 2 years ago, an old bathroom suite etc. The council did come out and move that,  eventually,  but they wrote to us and said that should it happen again the owners of the land that it led to would be responsible for the costs??? I mean how does that work.

Our reply was that the council should therefore pay for a gate so pedestrians could still get through but no vehicles,  and only give keys to the landowners who needed access through it, they wouldn't do that either. So we put our own up.
