Uk pollution Empty Uk pollution

Apparently UK pollution is a health emergency, so doesn't that point out that there are far too many people crowding into our cities and towns, using public transport (diesel trains, cabs, buses), ordinary cars with people commuting miles everyday and still allowing two cities worth of people to migrate here every year?
