withdrawing troops doesnt mean cutting and running it means going on paper from a combat role to a support role

what that means is you no longer have regular troops scrapping with the talibs, but instead have "training teams" and "advisors" basically you still have air support and special teams on the ground that are there by "invitation" from the host nation

hence you have withdrawn your troops but are now providing much needed support to an ally nation at the request of the ally nation
