The Government is powerless to deport thousands of foreign criminals because the offenders are refusing to comply with the removal procedure.
The Home Office has admitted that it cannot deport every criminal it wishes, because some refuse to engage with the process.
According to new figures released by the Home Office, since 2010, 47,161 'Foreign National Offenders (FNOs) have been referred to Immigration Enforcement. Of those, 27,876 have been sent home.

Refusal to sign = Immediate deportation.

At least Hitler had one (1) but our spineless govt hasn't got one between them.

a simple solution for those that wont fill out form, have a court appointed guardian who is allowed to fill it out for them

That would involve using "Common Sense" which is sadly lacking in officials.
